I've started doing an IRCmod with tiger. I'm going to edit this post with the log and further suggestions.
Edit: So I updated the map, here's the full mod, and the savelog:

Tiger, there's some things I've told you on IRC that you should have kept, anyways, here's the mod:
Easy

Flows/Emplacements of the objects
To make sure there's no random jumps, has great flows, do not have random objects placed on the timeline that doesn't fit with the song;
  1. 00:13:927 (1) - I have nothing against this slider, but would you like to improve it a bit? For an example.. you could make it more curved:
  2. 00:21:904 (4) - The flow with the previous slider isn't good at all and it would be better if it was perfectly aligned with it. So highlight this circle and the next slider and move it to x:188 y:304.
  3. 00:35:083 (3,1) - Erm.. How to say.. The flow here looks very weird. The slider (3) goes at the left went you actually need to go at the right. The nicest thing you could do here, is to Rotate it 90degres Anticlockwise and move it to x:44 y:176 and then, for the next objects, I do not recommend adding stacks on Easy difficulty, like I told you ingame. So: 00:38:205 (2,1) - these objects will be easy to move. I suggest you to do something like this:
  4. 00:56:239 (1,2) - Stacks. Instacks these objects to avoid beginner's confusion.
  5. 01:05:604 (5) - This will sound a bit nazi but, move this slider one grid right to make it perfectly aligned with the previous object.
  6. 01:30:922 (3,1) - It like I told you for 00:35:083 (3,1) -, this to make another thing to make a better flow.
  7. 01:37:164 (1,2) - Unstack these objects.
  8. 01:46:182 (2,3) - Unstack these objects too
  9. 01:58:320 (5) - It will look better, have a better flow if this circle is placed to x:152 y:308
Hitsounds
In case there's inconsistencies with your hitsounds, useless hitsounds. I may also suggest you some things to make your hitsounds better;
  1. 00:05:604 - On the IRC-mod, I told you to delete it, but keep it! It keeps the consistency with your previous bid-downbeats.
  2. 00:07:338 - Since this slider sounds a bit empty and inconsistent with 00:12:887, I suggest you to add a whistle here. To be honest, it sounds good with the bass in the background of the song.
  3. 00:11:153 - Seems like you forgot to add a whistle here. I really recommend you to add one here because if not, your hitsounds won't be consistent. Most of your whistles are on a big-downbeat, so why skipping this one?
  4. 00:13:927 - Add a whistle on the slider's head (at the beginning of the slider) like said on the previous suggestion.
  5. 00:14:968 - Delete this whistle, it's not consistent with your current hitsounds.
  6. 00:16:702 - To keep the consistency, add a whistle at the beginning of the slider; 00:17:742 (2) - Since this circle's hitsound is not consistent with your previous sounds, delete it and add it to 00:18:436 instead.
  7. 00:25:026 - It sounds a bit empty here.. would you mind to add a whistle here? It won't be empty and it will also keep the consistency with most of your big-downbeats.
  8. 00:25:719 - For this one, it was a bit odd since I thought you add a clap (which makes it consistent with your previous upbeats hitsounds), so I would have suggest you to add some more volume to emphasize it more since we couldn't hear it but then, I saw that there was no claps at all. So, actually, add a clap here to keep the consistency with your upbeats hitsounds (which is a clap)
  9. 00:27:800 - For this slider's beginning and slider's end, add whistles. It will keep the consistency with the suggestions above and I personally think it sounds good :3
  10. 00:33:349 - For here, it sounds very empty and inconsistent. Make sure to add a whistle to make it consistent!
  11. 00:34:390 - Delete the whistle here, it isn't consistent and also, you already have a whistle on the next object. So it sounds a bit weird..
  12. 00:36:124 - Add a whistle for the consistency.
  13. 00:41:673 - Add a whistle for the consistency.
  14. 00:44:448 - To start the kiai time in beauty, replace the whistle by a finish.
  15. 00:45:141 - Why, suddenly, these claps are replaced by whistles? On every upbeats (which is the second and the fourth line of the timeline), replace the whistles by claps. By doing this, it will sound more better and it will emphasize the sound that has the upbeats. After you're done with that, call me back. I will see if they're consistent and if you haven't missed something. Do the change for the whole kiai time. I just see that the second Kiai time has claps instead of whistles. If you don't understand what I said here, take a look to your second kiai time. It's a perfect example.
  16. 01:21:211 - Add a clap here to keep the consistency with your upbeats sounds, I think you simply forgot this one..
  17. 01:26:066 (3) - At the beginning of the slider, to make it consistent, add a whistle. At the end of the slider, like I said to 00:44:448 - , replace the whistle by a finish since it's the beginning of a kiai time.
  18. 01:40:633 - Seems you forgot to add a clap here, make it consistent by adding one here.
  19. 01:49:997 - Replace it by a whistle, having two claps seems to sound a bit odd owo
New combos
New combos are one of the things I think it's important for a beatmap. Combos shouldn't be overused, have too much objects in a combo and should fit with the song;
  1. 00:41:673 (3) - Previously, you added new combos on every big-downbeats points, right now, there's no new combo and it should have one since the current object is a slider and it's pretty long. Add a new combo.
  2. 00:47:916 (3) - The combo is actually pretty long and it doesn't keep the consistency of your New Combos at the beginning.
  3. 00:52:771 (3) - Same thing as said above and do the same thing for these objects:
    1. 00:58:320 (3) -
    2. 01:01:095 (5) - For this one, add a new combo and delete the next combo
    3. 01:03:870 (3) -
  4. 01:20:517 (4) - I suggest you to add a new combo here since the current one seems to be a bit long, and yeah..
  5. 01:26:066 (3) - Do the same thing as I said for 00:41:673 (3) -
  6. 01:34:390 (3) - Add a new combo here
  7. 01:43:407 (3) - Add a new combo at this circle and delete the combo on the next object

00:05:604 (1) - No le encuentro sentido que hayas puesto esta forma de slider, no esta fea para nada pero siento que no queda aqui. Mejor haz una forma como la de 00:02:829 (1) -
00:45:835 (2) - En mi opinion seria mejor que no toque con 00:41:673 (1) -
00:54:159 (2) - Se me hace raro.. que tal: 01:55:893 (2,1) - Y si les quitas esa forma derecha?

I'd recommend to avoid them if it's possible, because they can confuse beginners. I mean, you're playing map and then OMGCUSTOMHITSOUNDSTRESS will make beginners fail.

00:54:159 (2) - Se me hace raro.. que tal: meh, there's an interesting rhythm! Violin is getting faster, and tiger is trying to follow violin by curving the slider, so.. it's not strange at all, imo. 01:55:893 (2,1) - Y si les quitas esa forma derecha? why not? :)

Okay, here's the recheck: Do not kudo this post

  1. 00:11:846 - Replace the whistle by a clap, it kills the consistency with your upbeats hitsounds
  2. 00:38:898 - Forgot to add a whistle here?
  3. 00:47:222 - Replace this whistle by a finish. I just seen that most of your big-downbeats on kiai times has a finish instead of a whistle.
  4. 00:53:465 - Since this is an upbeat, it should have a clap, not a whistle. So, replace the whistle by a clap. Do the same thing for: 00:57:627, 01:01:789
  5. 01:01:095 (1) - This circle has all the hitsounds on.. Let's do like Hard and delete whistle and clap. This circle should have only the Finish sound on.
  6. 01:03:870 - Add a finish here
  7. 01:03:870 (1) - This slider shouldn't have this kind of whistles, previously to 00:19:476 (1) - it goes: whistle, clap, clap, whistle. whistle, clap, clap. You should do the same thing here by replacing the whistle on the reverse arrow by a clap. Also, you should do like this pattern by adding a note with a clap to 01:06:297. So it will be like the previous pattern.
  8. 01:31:615 - While we're at it, replace the whistle by a finish, it will be consistent with your next big-downbeats..
  9. 01:48:263 - Add a finish here
  10. 01:49:303 - Like said on the previous point: Add a whistle here and add a whistle to 01:49:997. Like also said on the point above, add a note with a clap to 01:50:690.
  11. 01:58:667 (1) - Add claps at the beginning and at the end of this slider, it will keep the consistency with your upbeats sounds

..with these suggestions, it breaks all the thing. Personally, tiger should try to follow the hitsounds of the two other difficulties. Also Rika, you only told him about these, but, have you seen the next Kiai Time? You haven't mentioned them and if you wanted them to be consistent, you should have looked at the whole beatmap and you would see that the second Kiai Time is the same as the first.
By this I mean't, you have only mentioned these finishes on the first Kiai Time, so what happen if tiger changes the first Kiai Time and then you bubble it, both Kiai Time won't be consistent.

That was my point of view.

But the point Gabe wants you to understand is, that you only told to fix the finishes on the first KIAI time.

You didnt mention them in the ones in the second and with this, hitsounding would be incosistent.

Gabe wants you to understand that you should have told this to be sure, the mapper understands the need of consistency here as it makes no sense to hitsound one KIAI different from the other on this point.

Hey, guys! That's a nice discussion you have over here! Let me leave my opinion, too!

Personally, I'm fine with any consistent hitsounding as long as it doesn't hurt ears and fits with music. But I'm also ok with some vary patterns (e.g. when you hitsound ONE part with one pattern, and another similar part with different pattern). But here, I have an idea. What if we'll try to mix BOTH whistles and finishes. Finishes fit here, but they're too loud sometimes. So, I'd try to use Finish > Whistle > Finish > Whistle pattern. For BOTH kiais. It'll be consistend and pretty relaxing.

I'm doing it beause I'm fine with Finishes but they're a bit too loud, I agree with Rika. So, we'll fix it and make it conistent.

Any other ideas? :)

Well.. Salad is mixing whistles/finishes in his own way and me.. well, I have Lize's hitsounds here. I don't really remember what she uses, but it sounds nice for me. using same hitsounds isn't interesting! We can be creative and make some new patterns and things, so I'd keep it with my pattern.

tl;dr version: We're using Finish > Whistle > Finish > Whistle pattern! tiger agrees that it's ok!
