everytime i play online game then decide to play osu. then i move my cursor and then BOOM 100ms and lags as hell

Are you using a mouse that has a software installed, like Razer Synapse? Try disabling that.
If you have any overlays enabled, disable that too.

what are you saying?
do you mean you have both games on?
try only opening osu
