Windows 10, Raw Input, Issue, Drawpad, wacom. HELP!

I know that there are two "solutions to this problem. But both aren't either working or not considerable for me. anyways. I just want to beg everyone who is able to fix this issue, to fix it. I would not be able to play my favourite game for over 4 months.
