Ensure you have the latest service packs and updates for Windows XP, install the latest .net and try again. Also ensure your download didn't corrupt.
Also, just looking at your screenshot, I can't help but notice the Deep Freeze icon. That's usually installed on public PCs to prevent meddling (everything resets on reboot), are you sure this computer has the necessary rights for you to even install a game like osu! ?
