Could you try using another port or another mouse?
Everything that has been described leads to the problem concerning the mouse, not the game.

Changing the priority to "real time" will make the game laggy, only use 'High' or 'Above Normal'
Could you tell me the specs of your computer?

Try changing the priority of osu! to 'Below Normal'
