Duck here for give some advices.
...and I don't mean to make a GD just for ur example , u can delete "raw" diff. it's your choice.

SPOILER
now u fixed the bpm and put the 140 bpm phrase but ur notes still not on beats, it hard to catch the beat
SV are too independent, i mean it not sync with a song, hope u put more balance with beats that u want to use SV.
...such as use the SV for a gap of beat jump like...
__________<- x0.5 (first note line)
__________<- x1.0 (middle of notes line) between x.5 and x1.0 must have no sound
__________<- x0.5 (last note line) it will be easier to catch the SV change.
If you hear a beat that between the SV jump u will lose the beat, isn't it ?(or it just me)

I can't mod all the notes but i will give u some advice and u can ignore where u not agree with my advice.

I think the drum beats u should not ignore them such like 00:11:227 and 00:11:321.
LN are not correct with the beats like this -> 00:11:883 (11883|1) it shoud start at white/red line or finish at white/red too, for balance notes,
check ur all LN notes again
00:17:321 (17321|1,17321|0) - ^this two LNs have same prob as above and more than that there're drum beats here.
delete 1 LN and put 1/6 drum like this ->http://osu.ppy.sh/ss/3149242
(change ur beat snap divisor to 1/6 and put the single [stream/stair/trill]notes)
00:45:165 - LN prob, beware to not use LN start at blue line
00:47:415 - here the 1/6 beats prob
00:53:415 - ^as above

I think ur notes have these 3-4 big problems for now,Fix them first.
