Played with the timing a little.
I found the correct BPM to be 180 and the correct offset to be 54.
1- Change BPM to 180
2- Change offset to 54

Your timing has to be correct above everything else. Make this change and adjust all your difficulties the same. If your timing isn't correct, you're unlikely to get proper mods and it definitely wont be ranked. If you don't like my BPM, request someone to determine the BPM of the song here: t/13795

This is just a little mod to help you get started, I hope it helps! :D Don't give up and keep working on it, Good luck at getting this ranked/approved!

General

The bitrate of the song mp3 is higher than 192kbps. It has to be 192 or below to be rankable

remove game on from the tags, it's already in the song title
Who is Neo? Is he another player who gave you those difficulties? Add his username to the tags to give him recognition for his difficulties.

BPM and offset is off.
The BPM is 182bpm and offset is 108

You need a preview point as well. You can do so by stopping at the point where you want the song to preview when you click the mapset and go under the timing tab and choose the 'Set Current Position as Preview Point' option. I suggest you use 00:27:800 if you use my timing.

For your difficulties in general, make sure you check AiMod for errors like unsnapped objects, which you currently have as well.


Good Luck in creating this mapset, it should be easier to do so once you get the proper timing.
