[web] Allow user to view Country or Friends ranking

Me and my friends at #filipino were talking about this. One had a in-game client problem and he couldn't check the rankings and stuff. So he asked another one to look at the country rankings for him.

It would be better if we could see the country or friends on the web on a specific map ranking. But as usual, THIS IS FOR SUPPORTERS ONLY. :3

It would be good to include that to the top 50 scoreboard using a dropdown control.

Top 50 Scoreboard
Show All
Show No-mod plays only
Show Friend Ranking
Show Country Ranking

Or just links
Top 50 Scoreboard

This is one of the best perks of being a supporter though. If I ever become a supporter, it is probably only just because of this.

As for bumping: There is really no need to unless your thread has had no responses for months. Keeping your thread on page 1 will not guarantee that peppy will read it, so please acknowledge this ahead of time

I kinda support this, tho, I think this should be available for everyone and not just supporters. Kinda like osu!direct aka ingame downloading is available for supporters only. Other ppl need to use the website (let's not speak about the download limit). I doubt this would lessen the people "supporting" since I'd imagine the download limit and osu!direct being the main reasons for everyone.
