[Archived] Game Freezing Up

So I got on and I had stuttering like this

This is a clip of the problem from a while ago but I fixed it by updating my graphics drivers. Now it's back but like 100x worse. I've tried all release streams of osu! with the results all being the same.
This freezing happens anywhere outside of gameplay, including in the editor and pause menu. It happens in the editor and song select and main menu, anything that isn't gameplay.
It occasionally happens in the middle of gameplay but isn't as bad.
Disabling SuperFetch didn't solve the issue
Enabling Compatibility mode makes the stuttering issue even worse.
I've tried running repair osu! on all settings.
I've tried reverting to older versions of my GPU drivers and back, didn't change a thing(Used Express Installation.)
Tried changing resource priority, didn't fix. Also tried setting an affinity, no arrangement worked.
Also tried running the game on lower resolutions and windowed mode, didn't fix.
My framerate and latency go red after the game unfreezes.
The lowest my latency will go before the stuttering comes back is 6ms, it sometimes freezes up once my latency is 33ms after it unfreezes, very hard to navigate and map with this.
I've also tried running osu! without CPU and RAM-eating processes running such as Discord, Chrome, and Steam.
FPS Limiter set to Unlimted(Gameplay)
The game freezes up for about 5-10 seconds at a time
This freezing happens in the pause menu as well.


My Specs:
MSI 990FXA AM3+
AMD FX 6300 6 cores 3.5Ghz
20GB Corsair DDR3 RAM
EVGA GT 730 2GB GDDR5
Samsung 850 EVO
Western Digital Blue WD10EALX 1TB

osu! doesn't really struggle with my potato hardware.

I've scanned my HDD(Where osu! is stored on) and its health is fine.

Tried reverting to GPU drivers from early September that I used previously, didn't fix.

BTW this stuttering doesn't happen in other games, only in the osu! client. Not in McOsu, not in Rainbow Six, not in Roblox, not in GMod, only osu!

Been dealing with this for over 2 weeks now send help

I know reinstalling wouldn't work, because last time I had this issue I took a fat L and lost all my local plays and all my skins.

I'm pretty sure this is a driver issue, but I've tried multiple different Nvidia GPU drivers with none of them having any effect on the issue.


Things I Haven't tried yet:
  1. -Reinstalling
  2. -Clean GPU Driver Reinstall (Most likely the best solution)

Looks like some kind of stutter, try disabling SuperFetch.

I've ran a scan on Malwarebytes and Norton, no malware is causing this. Also ran a CCleaner

Background Processes Usually Also Mess With How Osu! Performs!
Try Older Nvidia Drivers Cause The Newer Updates May Cause Problems (Not That Unusual)
Hopefully Theres Nothing Wrong With Your Pc's Hardware
Sometime The Problem Could Lie Within Your Installed Programs/Drivers
I Had A Small Stuttering And Random Freezing Problem A Long Time Ago And I Reformatted My PC
And It Fixed It, So Try Re-installing Everything That Osu! Would Be Using To Run.
(I Dont Remember) Last Resort Would Be Reinstalling Windows And Reformatting
Although I Wouldn't Do That Unless Ive Tried Everything I Can. Best Of Luck To You
Also Check If Any Default Programs Such As The Windows Game DVR And Etc, Are Interfering With This
Nvidia Has A Shadow Play Feature Too And Discord Overlay Also Adds Delay.

Within Osu! Settings

Compatibility Mode (Try On And Off)
Fullscreen Mode (On And Off)
Try Different Frame Limiters (240fps and Unlimited [Unlimited Best FPS])
Turn Off The Extra Details In Osu! Settings
Etc.


GPU Driver

Your Global 3D Settings Might Also Be A Nice Tweak. Prefer Performance Over Quality.
Go To Your Nvidia/AMD Graphics and Find The Settings For Osu
Disabled V-Sync There And Try To Minimize Rendering And Etc.
The Idea Is To Get It To Show You The Raw Render ASAP
You Dont Need Things Such As AA And Stuff That Has To Go Through Processing
