Problem Details:

I've been having this problem for months. When I downloaded a map of osu! It stays charging and never starts, I waited for many minutes and just did not charge. I have uninstalled the game and nothing, remains the same

U mean loading?

If that's the case that you should delete the map and download it again. Because sometimes there is an error with the map you played. Or the map itself is problematic. If not then it's probably your internet connection (I'm not of this but if your internet connection is slow than it's going to load a little bit longer than usual)

If all of this does not work, I recomend to just restart the game itself.
