Problem Details:
My Friend is currently Blocking private messages from people not on their friends list BUT I AM HIS FRIEND ON OSU PLEASE HELP

You can add someone, but they need to have you added for you to be able to message them.

If you go to their profile and see this: they have you added

If you go to their profile and see this: they do not have you added
