Problem Details:

Osu! FPS Drop when i open OBS STUDIO
Drop to 30fps

osu! version: 20170404.2 (latest)

This is probably because your PC can't handle recording and running osu! at the same time, try setting osu! to a lower resolution and make sure you are in fullscreen. To avoid stretching make sure to turn on letterboxing and fullscreen.
