Problem Details:
Upon alt tabbing when:
Running on normal mode (Open GL rendering), with a 144hz monitor, results the game running in a 60hz mode tested by using vsync
Running with compatibility mode on (DX9 rendering), constantly opens in a black screen, though in recordings would see the game normally, clicking anywhere while this happens, force alt tabs osu! until it actually opens properly

Running on:
ASUS VG248QE monitor
i5-6600k
GTX1060 (latest drivers)

osu! version: 20170103.2 (latest)

This is the case when osu! Is not the active window. Make sure there is nothing above osu when you are trying to use it, if you are trying to record try in windowed mode instead

Ok and how about when rendering with opengl? is this a client bug? 2 ways to make it run on 144hz again is by closing and reopening the app, or go windowed and back to full screen. Fallback mode doesn't have these issues as far as I tested on both APIs

OpenGL is the default renderer for osu! The reason you have DirectX is because you have compatibility mode turned on. If you don't have issues rendering the game it isn't recommended you use it as it can cause some problems. Also do not go to fallback as it has a lot of problems and isn't supported anymore. If you are insistent to go on fallback make sure you backup ALL of your osu! Files.

I specified I'm having alt tab issues on both apis, OpenGL renders osu! in 60hz, while I'm running 144hz monitor, and DX9 has tab in issues which you told me what's happening
