After internal discussion, we decided to disqualify this map for the following reasons:
Bad use of slidertick hitsounds in Hard / Insane / Extra.
The Slidertick hitsounds used here are confusing to play. They sound exactly like hitsounds that have been used on circles or sliders, but the player can't expect them as there is no clickable note or a slidertail. Slidertick hitsounds should give different feedback to the player than regular hitsounds, for example by being much less loud or having a different, more calm hitsound, to prevent confusion.
If you want to have the specific kick hitsound on every white tick, it is adviced to map to those beats with circles / sliderheads / slidertails. Easies and Normals are an exception, because they don't have high enough density to achieve this most of the time, but in Hard or above it is required.
As an alternative, if you don't want to follow the instrument, don't hitsound it. Hitsounds should always fit to the rhythm, so if specific instruments are followed by the rhythm, the hitsounding should fit to the same instruments.

In this difficulty, the hitsounding is a more fundamental problem. The rhythm follows the vocals with 1/1-sliders pretty consistently in all sections, which causes many white ticks to be ignored. Yet you decided to follow the instruments that can just be heard on white ticks with your hitsounding.
If you are following the vocals, why not follow them with hitsounding too? It is simple by using regular soft whistles and finishes, for example, placing them on strong vocals (mainly where your 1/1 sliders start) and the hitsound would have much higher quality to it.

After internal discussion, we decided to disqualify this map for the following reasons:
Bad use of slidertick hitsounds in Hard / Insane / Extra.
The Slidertick hitsounds used here are confusing to play. They sound exactly like hitsounds that have been used on circles or sliders, but the player can't expect them as there is no clickable note or a slidertail. Slidertick hitsounds should give different feedback to the player than regular hitsounds, for example by being much less loud or having a different, more calm hitsound, to prevent confusion.
If you want to have the specific kick hitsound on every white tick, it is adviced to map to those beats with circles / sliderheads / slidertails. Easies and Normals are an exception, because they don't have high enough density to achieve this most of the time, but in Hard or above it is required.
As an alternative, if you don't want to follow the instrument, don't hitsound it. Hitsounds should always fit to the rhythm, so if specific instruments are followed by the rhythm, the hitsounding should fit to the same instruments.
