Having x1.35 SV change for an extended period of time is not a good idea. The player has no way to know this will gonna happen before they actually reach this part. As they will adjust their scrolling speed as usual on the x1 part, they will be forced to start over because the x1.35 will become unmanageable at this speed, and it's not fair because it's not depending of their skill, it's the map that is being unfair. This also known as fake difficulty.

Whole kiai time section : again only having constant 1/2 notes and doubles for the vocals give the map a very monotone feel. It goes contrary to your idea of increasing the tension by setting sv to x1.35 on the whole section.
I agree there is no interesting drum parts or any relevant instrument.
But since the vocals increased in intensity, having LNs for them would be relevant I think.
so my suggestion would be something like simple LN for vocals, drums on 1/2 notes, doubles on beat 0 and 2 of each mesure (based on osu! system)
+ extra attention to occasional instrument when they happen.
so yeah, sorry if i look intrusive, I just want to give suggestions, you're still free to do whatever you want with your map
