Have you named your files correctly? They should be named as sectionpass and sectionfail.

I did name them correctly
Is 'Use skin's sound samples' enabled in the settings? If not, enable it.
I would also recommend enabling 'Ignore beatmap hitsounds' and 'Ignore all beatmap skins' in the settings if you haven't already.
If this isn't the case, maybe your sounds are too quiet and the volume of them needs adjusting? Additionally, check if your effects volume is high enough.

Make sure that your sound files coded correctly as .mp3 files format or PCM .wav files format

i fixed it guys. i had one file as wav and the other as mp3. thanks!
