My proposal is to change the guideline

I don't really like how I worded it.. so I'd be open to suggestions.
I think this is necessary because mappers already do this, and they're getting ranked. maps at low BPM(around 70-120) sometimes use 1.6 or even 1.8 base slider velocity, because most players tend to hit too early at those low of bpms. Also, maps that follow a swing beat can have 2.1 base slider velocity so that the 1/6th patterning is spaced like 1/4th patterning for easier playability.
The base slider velocity should be 1.40 throughout all difficulties of a mapset. This is to ensure optimal quantity of notes on the playfield, as well as the optimal distance of separation between different notes.

This is to ensure optimal quantity of notes on the playfield, as well as the optimal distance of separation between different notes. At lower BPMs this value could be slightly adjusted to higher than 1.40. For songs that follow a swing beat, a base slider velocity of up to 2.10 could be used to ensure the optimal distance of separation between different notes.
