To remove the flying stars, you only need to make a blank image called star2.png
As for the numbers on the ranking panel, the positioning of all images is different because your skin.ini has Version set to 1.0. (Unlike what most people would think it does, it's purely for compatibility with older skins, NOT for versioning your skin. Also not having a Version line set in your skin.ini is the same as having it set to 1.0) Try setting it to 2.5 and see if that fixes your issue.
