Flash is not even supported anymore and it's known to have vulnerabilities. HTML5 is the future.
This exists (unofficial) which is made in HTML5 - https://osu-web.com/
Overall there are no plans to make a web version of the game, as theres no real need for it.
Takes a minute or two to set up on a computer.
