[Proposal] Add allowable error on timing settings

Beatmaps with Single-BPM and Multi-BPM timing must be perfectly timed. This means BPM and offset are exactly synchronized with the song.

Unfortunatelly there's no indication about how perfectly it should be timed, because some of mapsets use timing sections with ~5 ms and more which causes playing issue. I suggest to add allowable error for this point of ranking criteria: no more than ~3 ms of error of the synchonization with the music is allowed.

Like it's just addition to this rule to make it more strict and formal to avoid mapsets with unplayable timing settings.

"exactly synchronized" means that the timings must correspond exactly to when the sounds in the songs occur. So it does indicate how perfectly it should be timed.

Tho synchronization only deals with the rate of the timing, not necessarily offset, which is why there is a discrepancy. Where the "true" center of the offset should be is up for debate. Some might say it's when the sounds first begin, others may say it's when the sounds are the loudest. And this varies from instrument to instrument; the ones with longest attack times like bass being the greatest offenders.

I think one thing that always indicates bpm parameter is drums... Because they sound too short unlike vocals, violin, bass. But it's my opinion.

Anyway timing songs is kind of objective things that must be polished as much as it possible. The question is how much it should be polished? If one instrument unsynchronized with other: this sounds off to play actually. For example, Warptech & Soulfy — Peace. I don't think that this kind of songs can be ranked because electroguitar on the example plays much earlier than main drums. Can it?

So the question is what instrument should be indicator?

The game's sound engine doesn't allow to have less than at most 5ms of error in music-hitsounds synchronization in most cases (while playing with what the game detects is perfect timing).

There is further complication when the instruments in the music itself aren't perfectly synchronized, or when the timing of an instrument is not consistent.

At that point it would be considered overmapping and is allowed. The most obvious case of this is with drums since they usually aren't perfectly timed in recordings (even ones that were recorded in a studio).
Imo, the rule that it has to be perfectly timed is like already fine, and having an error of 3ms being allowed doesn't make sense since you can just move the objects and timing/inherited points by 3ms.

better to try to get things as precise as possible. songs that aren't 100% consistent have a clause for weird timing already: https://osu.ppy.sh/help/wiki/Ranking_Criteria#guidelines.3
