You can't make other account, If you already have one. That's against rules.

Let's all stop being assholes and let's help the guy solve his problem.
If you're having issues activating your account, then contact any Admin that you see on the forum, notably anyone with a green name. Or shoot an e-mail to osu@ppy.sh with your problem (which I'm sure you've already done.)
It's understandable if you create a second account to troubleshoot what's wrong with your first, and even more understandable since English isn't your first language (but I'm pretty sure the langset issue is being actively worked on). But for future reference, wait for a response before resorting to make a new account, as it is against the rules.

i asked some admin about my problem and he said that i have to send a message to peppy and that he can solve my problem but i will send a message to osu@ppy.sh too 
If you've sent a message to pe@ppy.sh directly, then there's no need to email osu@ppy.sh, as it directs to the same person.
