For example, if I wanted to try to try and improve my speed reading, I might want to adjust the approach circle rate to max, or make hitcircles as tiny as possible, and have this on every song I have. I could go and adjust every song manually from editor, but this would be a timely process...

There could be a configurable mod for this, and it would make the song Unranked as well.

What you just said, is how I play osu all the time. You don't need mods for this, osu already supports this.

Step 1: Select a map you like
Step 2: Go into Edit mode for the difficulty of that map that you want to play
Step 3: File > Save as new difficulty. Call it "Practice" or whatever.
Step 4: Song Setup > Difficulty > four properties here, change them as follows:

Circle Size: whatever you like? I started with 4 but only using 5 now i.e. the smaller one
Approach Rate: 10
Over difficulty: 10

Set HP to something low like 3 at first, then if you can easily pass the map increase the HP to 4 and try to pass it again, etc, repeat this until you get to an HP on which you can't pass the map and then just play on an HP one lower than that and work on improving your accuracy until you can go up with this again.

The downside is that most of your plays would be unranked except for those times you check out a ranked map for the first time to decide if you like it or not. But who cares. Play for fun. glhf

Hmm, never did think about just saving it as a whole new difficulty. Before I would just edit and save whatever difficulty I edited, and then just update it later if I wanted it to be ranked or for multiplayer.
