Question about permission of songs

I read some posts relating to copyright and permisson of songs, but I don't really understand about them, as I‘m not really good at English.
So I‘ll ask you one question: Do I have to ask for permission to independent artists/record labels before I use any of their songs?
I guess the answer is YES, but I'm not very sure so I'm asking you if it's right.

As OSU is an non-commercial game and the mp3s we used are low quality (it's only allowed 128-192kbps used in this game), so that's okay if you didn't ask for a permission

To add to that: As long as you've bought a song, you're legally allowed to use it. This game doesn't earn money, so you wouldn't be "stealing" money from the artist.
