Some beatmaps in help are already completed and its ready for approval.
They are all stucked in beatmap help unless you guys move it to pending beatmaps forum.
So I suggest a radiobutton along with those two (upload in help and pending) in BSS.

I think it might be mildly useful to give mappers the opportunity to indicate that their map is intended for approval rather than ranking. On the other hand, they could just say so.

I think maps made for approval are rare enough that they can manually be moved to pending by a BAT (it only takes one click after all). Once they are in the pending forum I think updates should be allowed to be made without moving it back out, so all should work fine from there.
