Eh, simple really because as far as I can see pp *can* be farmed despite the wiki saying otherwise, any half decent player can turn on DT+HD and work their way down normal/hard difficulties and that's what many are doing, hence the suggestion of removing or lowering the pp gained past a certain number of pp on an account for easier maps to more accurately represent skill (This was the point of pp was it not ?).
IE, Past 2000 : No/Reduced Easy
3000 : No/Reduced Normal
4000 : No/Reduced Hard
Numbers are just examples, I don't pretend to know what a good line would be for each level.
