to change the slider border, go to skin.ini and change "SliderBorder: xxx,xxx,xxx"

Hover over the bottom of the screen when you start the map to show the visual settings panel and enable "Ignore beatmap skin".

Alternatively, in osu!'s settings enable "Ignore all beatmap skins".

You can change the Colours section in the .osu file, but the map will no longer be ranked, meaning you won't be able to submit any scores on it.
