I exported .rar file to my Osu skins folder, but i cannot open that folder in the game. I have no idea how to get that .rar file on my game.

You need to extract (dunno if you already did that since you said "exported" instead) the folder inside of it first. osu! can't open .rar files. Also check if the folder you're extracting actually has skin elements. If it is a nested folder, the skin won't load.
