hello im new to OSU! and all so anyways ive been playin offline but it seems every time i try to log in it just stays at the testing login phase not sure if there is another phase or anything also not sure if this is the right forum to post this question in

Hmm...
Sounds like the issue may be related to your firewall. Open whatever firewall program you use, and set it to allow osu. Hopefully that will work. :D

THANK YOU! the firewall was the problem i just lowered it n then put it back up thank you very much i logged in now!
