hi the other day I saw this skin in a youtube video, but can't find which skin it is.

The skin is called YUGEN, You can just google it. The cursor is probably custom made or MAYBE in the folders of the YUGEN skin. You could maybe get cookiezis cursor if you're looking for the long cursortrail.
