It's not just you but I have been tending to get really slow download speeds from the beatmap mirror 216.155.137.236. From that one I get about 100kb/sec on average where as with the regular site downloads I can get to my max speed of 2mb/second easily. Even with Navytan I easily get 300kb/sec or more as the download gets going.
