no way to tell if you have no friends, though!
Is it a pretty good idea to have it as a tab when you press F9.

press f9 filter by friends. It would be nice to see offline friends as well - I think you should ask for that.
no need to see who is offline. if you know who is in your friends list, it'll be pretty obvious anyway
On the osu website (this one), press "Settings" by the logout button. Then click on "Friends & Foes" on the left sidebar. You can now see all the friends you have. If you want to see who is offline, press F9 in game and see who comes up and who doesn't.
