Can't Upload Video to Beatmao

Why can I not put a video on a beatmap? When I click on the design tab, all it tells me is "Move All Elements In Time..."
By the way it isn't my beatmap either if that has anything to do with it.

No idea, but this'd probably have higher chances of getting solved if you'd post it in some actual help forum section rather than modding queues lol ¯\_(ツ)_/¯

EDIT: actually that might have something to do with the map and song having different offset than the video would have since that's atleast what that "move all elements in time" could be used for
