If you are accepting beginner's request, you cant ignore the WIP.
I though beginners mappers dont know about approval status.
Seriously, who ask for mod a bubbled map, usually when a common user mods a bubbled map is for a poping attemp and dont know who gonna ask for popping their own bubble.
You may especiffic a maximum kds earned ammount, maximum posts (Rhythm rokie on forum ranks), maximum mod post on their maps thread, obviously no ranked maps (including guest diffs) also the map they are posting should be their first submision.
Just some suggest for avoid people spamm here shana-chan >v<
Edit: god, the user from up is a bad example of posting here, also that avatar x.x
