^^ I'm experiencing this. It seems the IRC (including ingame logins) server is down. (I can't connect under mIRC either.) High score lists are still loading. Is it because these are done over HTTP?

The download server is completely separate from Bancho, which handles logging into the game and in-game chat - basically all in-game online functionality.
