in the default skin, folder, which you can download, there should be ctb elements that you can skin. If you want to make it ctb, just skin numbers, buttons, main menu and song selection, mods, cursor, and skin everything else that has to do with ctb in the folder. http://m1.ppy.sh/assets/osu!Default%20Skin.zip < download that and you can skin ctb.
