That is correct. In order to be able to star a map with this current system, you need to help other mappers with their maps.
For example, you can help this person out with their map, and if they think your mod is good, they can give you a kudosu. After that you can then star the map. Don't go abusing it though or ask for kudosu, you need to earn it.
Nobody will chastise you for starring your own map either, even when people could star maps without kudosu and kudosu stars were worth two. The entire point of earning kudosu stars is that one can use them as they please.
