Problem Details:
i cant seem to run my osu on windows 10 because of this

Navigate to your osu! folder and run the actual osu!.exe, rather than the shortcut that you are trying to use now. The default path is C:\Users\<Username>\AppData\Local\osu!

Is this a recent issue...?

Did you upgrade to Windows 10?

You could try the try this:

Open Settings app and navigate to Update & Security section.
Go to For developers tab and under Use developer features select Developer mode.
