What would be the recommanded way of asking BAT/MAT a mod?

Usually I have to get on my knees and beg.

There are some mat/bat queues to post in, but they almost always fill up in less than an hour.
You can also double check their sig first to see if they don't take requests in game. If they don't make any mention of them, message them.

bother all the guys without a "no requests" signature using in-game PM. if you're lucky enough you could get 1 or 2.
Check signature/userpage, ask when they've been idle for a while.
If you're friendly, polite and seem like you aren't going to a dick, you'll have more success than otherwise. True story.

k gonna try PMing every single MATs who accepts PM requests. I might post the result if I get enough info.
Become a MAT/BAT yourself then ask yourself for a mod.
ask them if they're ready for super awesome modding time, whatever they answer, link your map and start dancing

You can be creative in how you in-game PM the MAT.
Usually if you just say from the start, "Can you mod my beatmap? thx *link* " you won't get a mod.
