What Shiirn said is most likely correct, most Chinese players on the help and support forums have reported the same things.
Not much anyone can do unless you manage to get a proxy or peppy changes Banchos IP (most likely not going to happen)

How many people can't connect? I will need traceroutes to show what is going wrong in order to get anywhere.
