It would be cool if things like ranked points would be submitted later if the player is online...
example:
If the layer plays a new song offline or beat his record...
Then the game would save the score offline and then submit to the server at the next time the player connects to bancho

There are several reasons why this won't be implemented. The client needs to be online in order for Bancho to know the scores are legit. Anything can happen to a file that's been given free reign to users for editing.

osu! is also meant to be played online. While the occasional connection hiccup is to be expected, it's better to play it safe and defensively than allow untrustworthy score submissions.

When you put something into a game that's meant to submit at the first possible convenience on the connection's behalf, you risk allowing EDITED replays and scores (I don't know how, but pretty much anything's possible with the right coding) to be recorded into the leaderboard memory, registering unfair scores. As Awp said, we can't trust said scores unless they were played and sent DIRECTLY afterward.
