Kung sino man ung nanghack, proves that sa internet, internet palang yan ha, madali nang galawin ang site ng philippine gvernment.
So, same goes sa pera ng tao. Sila yung responsible na magsecure orwhutsoever, shit that irony, ayun, sila pa ung nang-hack sa pera.. corrrrupted!

Dapat gumawa sila ng contract, malulutas nila yung problema nila pag ganun.
@Nazeko: IIRC, some philippine gov't websites are still in HTML (and since my parents work at PAGASA, I know how the PAGASA website update their content, usually manually
). And I've yet to see a site in php ;_;
Most government sites are notoriously outdated internationally, so this isn't really a proof of the Philippines' failure. Though security-wise, idk.
