Using a skin without permission?

Hello!
I have a question:
I want to use a certain skin on my map.
That's the one i would like to use:
Click
Is it allowed to just use it or do i have to get a permission for using it on my map? If yes, where do i have to ask?

You should always ask to use a skin that you didn't make.

To find out who to ask for that map, I would ask the mapper who made the skin (map topic would be best probably) and then when you find out who made it, ask them if you may use the skin in your map. If they say yes, go ahead and use it.
