That could be interpreted in multiple ways:
1) Is the word "this" a lie, which may or may not depending on the context of the situation.
2) Is the sentence "is this a lie?" a lie, which is not, because a lie is traditionally a false statement made with deliberate intent to deceive, whereas said sentence is not a statement but a inquiry.
3) A reference to Portal, a single-player first-person-shooter puzzle video game first released in 2007 by Valve wherein a meme arose pertaining to the statement "the cake is a lie".
Due to the fact that not enough information is given to justify that the question is indeed a lie, I'm afraid I'm obligated to say "no", it is not a lie from a purely pragmatic standpoint.
