There should be an option that allows you to tweak the universal offset for specific mods. This feature would nullify the need to always return to the options menu to change the universal offset, if I wanted to switch mods. For Instance, I normally play Hardrock with -20, Nomod with 0 and Doubletime with -35 Offset. The local offset would then only serve to tweak the offset for specific songs (inaccurate offset of unranked maps or generally maps that have a weird rhythm). I'm aware that not everybody plays osu! with an universal offset, but there is still a sizable amount of players that do and this would ease the navigation of osu! and thus lead to a more enjoyable experience all around.

I've never heard of anyone really doing this. Universal Offset is meant to compensate for desynchronization caused by your audio hardware, not to compensate for your own playstyle. There isn't much effort that goes into pressing ctrl+O and typing "offset" so I really don't see the need for it.

While the concept of using the universal offset may not be that known amongst players, the constant use of the local offset when playing with mods is not uncommon whatsoever. Jjust refer to Rafis' or Cookiezi's streams; they are consistently using the local offset before playing a map. That seems really tedious to me and adding such a function would get rid of it entirely. You'd have to change it once and be done with it as it would activate automatically. On the point of it compensating for my own playstyle I'd argue that that is indeed just my playstyle. I normally hit the notes just a tad too late when I play HR even though in my mind I hit it accurately. That's just how HR affects my playstyle. :P

osu is a rhythm game and offset is meant to be used only if the sound doesn't sync. I don't think this will be added.

I hope you do understand that it depends on the mapper, right?
What I mean is that not everyone has the same ears and therefore they will most likely use slightly different offsets (which are acceptable) yet they would make a big difference.

From what I know, top players alter the offset by just few ms, like 2-3 which is not a difference that won't stay the same for all the maps for the reason explained above.
Moreover, that little offset difference will happen even based on the mood of the player. I experienced this myself and I can confirm that sometimes I tend to press earlier and sometimes later, based on my mindset/body condition.

If ever, this sort of thing will make things even more tedious and wouldn't actually reduce the "effort" to set the offset anyway.
The fact you keep changing offsets for different mods seems strange, but oh well, everyone has their habits.

If you find more people to agree with this, sure, but as of now this seems just a thing for you or few ones in general.
