Does this happen with every replay?
Maybe it's just the file you have and it's broken.

You need the map like Shiyuri said and you need to have the same version of the map in relation to the replay.

Double clicking the replay should open up the replay menu in-game.

For the replay to play work have to own the corresponding beatmap. I assume you have it though.
You can try to open the replay with a different release stream. Hold SHIFT while opening osu! and wait for a window to pop up. From there you can change to another version. For example if you use stable, switch to beta and try to open the replay file again.
i tried and it still didn't work

Before proceeding try scanning your computer for viruses
If the issue still persists, try disabling your antivirus and try again

If that still didn't work, please try fixing permissions

You can go to settings and click on the Repair folder permissions option like so,

You can also manually set the permissions yourself but it's gonna take some steps
  1. Navigate through the root folder of osu! and open up the properties
    1. Select then Alt + Enter or
    2. Right click > Properties
  2. Go to Security tab and click on Advanced
  3. Go to Owner tab and click on "Edit..."
  4. Choose your account and click on "Replace owner on..."
  5. Click on OK and wait for it to apply.

After that
  1. Navigate through the root folder of osu! again and open up the properties
    1. Select then Alt + Enter or
    2. Right click > Properties
  2. Go to Security tab and click on Advanced
  3. Go to Permissions tab then "Change Permissions..."
  4. Click on "Add..." and enter your Username there
  5. Click on OK and select on Allow all (at the top)
  6. Click on OK and wait for it to apply.

Have you tried the one in osu?
It's easier that way

Just to be sure which program says 'can't read file?'
Is it osu! Or Windows

I can't access osu! Right now :?

Have you tested if exported replays work?
Try opening a score and press f2, after that open the replay in /Replays/

If that still didn't work you can try moving the whole osu! Folder to another location and see if the issue still persists
