US Red Cross - Japan

In a previous announcement I read this statement:

"Note that Japan has not requested any help from remote organisations, so for example if you donate to the US Red Cross, Japan will not get anything out of it (unless they request it, which at this point seems unlikely)."

Can someone back this up with sources, further explanations or the current status (did japan requested help after all?)

There is a Japanese red cross and a us red cross. As he stated he is donating it to the Japanese red cross. So it will go to them. The US red cross has nothing to do with it.
