new.ppy.sh is a new osu! site concept that is under construction yet, so maybe some features wouldn't be available just wait until feature gets implemented
Most likely there are still other issues that has higher priority than adding a friends list so we'd better wait after it is finished. You can take a look of the progress at peppy's github: ppy/osu-web
