If I recall correctly, England started implementing harsher penalties, death penalty included, for a bunch of crimes as a deterrent during the 1700s, since population was growing substantially and life in the cities just got worse. So they sent them to colonies to ease off on executions and clear up space, so you're right on that part.
To be fair, though, some of the American settlers would've been regarded as convicts if they stayed in England, I think.
