Ever since windows 10 installed on my PC it constantly freezes for a couple seconds and then resumes (constantly causing me to miss)

osu! version: 20160525.2 (latest)

Have you tried switching to OpenGL on the stable version? Furthermore, what is your GPU?

Also try change your fps to unlimited (gameplay). That helped me when I went to Windows 10

Try enabling compatibility mode. For that, hold shift while launching osu! and wait until a recovery dialog pops up. From there, you should be able to enable it.
