After seeing p/5151601#p5151601
I think it'd be better if it wouldn't be possible for (regular) users to make a new thread in the following subforums
  1. Pending Beatmaps
  2. Help/Works in Progress
Ranked & Approved Mapsets and Beatmap Graveyard already have this function (so there'll be no problem with people as Loctav who need to make a pinned post)

I suggested something similiar before: p/4039231. The same can be applied for thread creation.
